The Co-Construction of the Active Offer of French-Language Services in Ontario’s Justice Sector
Abstract
Since 2006, the justice sector in Ontario has benefited from its first strategic plan for developing the active offer of French-language services (FLS). This chapter deals with the representation of active offer that guides the strategic plan. It presents data from a review of the literature and from 12 interviews, conducted in 2012, with community and government actors participating in the management of the plan. The chapter shows that the principle of the active offer of FLS in the justice sector is not a neutral principle. Active offer is co-constructed by community and government actors; that is, it is subject to constant dialogue on its issues, which can arise from a managerial, judicial, and developmental perspective. Lastly, the chapter attempts to extrapolate lessons learned from the active offer of FLS in the justice sector to other areas of public policy, such as health and social services.
